20 issues with high priority
Street resurfacing program
State Line Road is being resurfaced and Rasco Road has been fully rebuilt; the city has $7 million budgeted to repave neighborhood streets this season. One rough stretch under the I-55 overpass belongs to MDOT, so repairs wait on state approval.
Rural King revitalization at former Kmart site
Rural King plans to spend about $19 million renovating the old Kmart building at 550 Stateline Road, and the city is waiving tap, water, sewer, and permit fees through the tax incentive program. Officials call it a great fit for the west end.
Starlanding-Sweeney roundabout
The city awarded the construction bid for the long-planned roundabout at Starlanding and Swinnea Roads. Construction should ease congestion at this busy intersection.
xAI/SpaceX Land Swap and $40 Million Police-Fire Training Investment
The board authorized engineering work for the new police and fire training facility — drainage and road access on undeveloped property — a first step toward construction.
State Line Road widening project
The board approved up to $240,000 in engineering work to design widening State Line Road to three lanes from west of Two Lane Road to west of Highway 51.
Getwell Road Widening Project Closed Out
MDOT will widen I-55 from Goodman Road to Church Road from four to ten lanes, with bigger ramps and a loop. Bids open in November; construction starts spring 2027 — a huge fix for the city's worst congestion.
Street Resurfacing and Striping Program
State Line Road is freshly resurfaced from Highway 51 to the interstate, two roundabouts (Star Landing/Sweeney and Mill Branch/Town & Country) are going to bid, the State Line widening design is underway, an MPO-approved trail from Central Parkway to Church Road, and Airways resurfacing are all moving this year.
Airways Road Resurfacing Award (Nail Road to Goodman Road)
The stretch of Airways from Nail Road to Goodman Road — a badly worn retail corridor — will be bid in September and repaved in October-November using federal MPO funds.
Illegal Drug Sales Disguised as Legal Products in Stores
The board untabled the medical cannabis dispensary opt-in but no one would make the motion, so Southaven stays opted out. The issue has been debated for three years.
Pedestrian trail network expansion
The city is starting the federal MPO process to build a 10-foot multi-use trail on Getwell Road from Church Road to Star Landing. Connected with existing segments, it would form one of the longest pedestrian paths in Mississippi, running from Central Park down through Snowden Grove Park and south along Getwell.
Opioid settlement funds directed to county mental health crisis center
Southaven will put at least $35,000 of its opioid settlement money into Desoto County's planned crisis center near the new jail, so police have a local place to take people in mental-health crisis instead of long transports to places like Corinth.
Health & property insurance renewals at flat rates
The city kept health premiums flat with Blue Cross Blue Shield and renewed its property/casualty policy with Travelers at nearly the same price. That's rare in this insurance market and protects the budget from a big hit.
Whitworth water plant emergency repair
The city ratified $45,211 in emergency repairs to the North and South wells at Wentworth to keep drinking water flowing to those neighborhoods.
FY27 Budget and Tax Millage
The city's proposed FY27 budget grows to $130M with 5% citywide pay raises, 6% raises for police and fire, a new $360K ambulance, and street resurfacing boosted to $7.5M — all with no millage rate increase. Formal adoption comes September 8.
State Line Road Railroad Crossing Agreement
The city will pay Grenada Railroad a $350,000 permit fee, and the railroad will use that money to do the crossing work itself as part of the State Line Road project.
Johns Creek drainage relief for Summerwood
A new bridge/culvert opening in Tennessee will let Johns Creek water escape faster, easing the flooding and erosion that has plagued the Summerwood neighborhood since long ago. Done by October.
Indoor Tennis Expansion at Snowden Grove
The city hired UrbanARCH to design a new freestanding indoor tennis complex, replacing the current facility. Courts could be 8, 10, or 12 depending on cost, with general fund money likely needed.
2026-2027 Budget Workshop
A balanced budget proposal goes before the board Thursday, August 6 at 9:30 a.m., with every department head presenting. Your chance to see where tax dollars go.
DeSoto Road PUD subdivision and rental restrictions
A 158-acre, 330-home development is coming to north DeSoto Road, and the board used the approval to crack down on rentals — capping them at 10%, banning homes built to be rentals, and requiring HOA review. The mayor argued rentals fuel crime; the builder said spec-building requires occasional rentals.
Digital Billboard Variance on I-55
As I-55 widens between Goodman Road and Church Road, demand for billboards will grow. The mayor wants the city to update its older sign ordinance first, with a proposal (I-55 only) expected at the February 17 meeting.
